One of the most modest, least known and most under-rated of modern public librarians, he built up at WALTHAMSTOW a highly developed and efficient service from very unpromising beginnings. He became a local historian and antiquary and, among many other activities, was an enthusiast for service to the blind. He played an important role in the preparation for the Public Libraries Act of 1919 and the repeal of the penny rate limit.
